COVID-19 and the fragmented protection of rights in Italy: from institutional conflicts to the uncertain guarantee of vulnerable individuals and groups (Italian)

The COVID-19 exacerbated pre-existing structural inefficiencies and individual vulnerabilities. Therefore, the panel aims at exploring the impact of institutional conflicts on the protection of fundamental rights in the Italian system during the pandemic. Moreover, the fragmentation of guarantees is also caused by the inadequate use of scarce resources, that should be addressed by the National Plan for Recovery and Resilience. For this reason, the discussion will focus on these two main issues which are closely connected. Firstly, shortcomings and tensions between State and Regions will be analyzed. Indeed, such contentions also resulted in harsh judicial disputes. Secondly, we will thus examine the impact of the above-mentioned systemic weaknesses on specific “minorities within minority“ who are not usually at the heart of the political interests and of the academic debate. The member of the panel who will act as translator is Giulia Santomauro.
