In the past three decades, parliaments became central law-making organs within the constitutional systems of the new democracies in the Visrgrad Group (Czech Republic, Hungary, Poland, Slovakia). Their main role, legislation is essential in fostering rule of law, however some negative factors, like rule by law, pressure from tight political agendas, the increasing amount of laws and inconsistency of norms cause bottlenecks.
